Florida's constitution has barred a tax on personal income since its 1968 revision (article VII, section 5), which makes a Florida pay stub one of the simplest in the country: federal income tax, Social Security at 6.2% up to $184,500, Medicare at 1.45%, and nothing else. Changing that would take a statewide constitutional amendment, not a mere law.

The state's unemployment system - Florida calls it reemployment tax - exists, but the Department of Revenue is explicit that it is an employer cost: workers do not pay it, and employers must not deduct it from paychecks. It runs on the first $7,000 of each worker's wages, entirely on the employer's side of the ledger.

No Florida city or county taxes wages either, from Miami to Jacksonville. And the state may go further: a November 2026 ballot measure aims to slash homestead property taxes. That fight will not touch your paycheck, but it says something about the direction Florida keeps choosing.

My stub shows a Florida reemployment or SUI deduction. Is that legal?

No. The Florida Department of Revenue states plainly that workers do not pay reemployment tax and employers must not make payroll deductions for it. If that line exists on your stub, your payroll provider made a mistake.

Is Florida's zero income tax a law that could quietly change?

It is stronger than a law: the state constitution has barred a personal income tax since 1968. Only a statewide constitutional amendment could change it.

Do Miami, Tampa, or Orlando tax wages?
