The mechanics

Georgia's flat tax was supposed to be higher this year - then House Bill 463 arrived in May 2026 and cut the rate to 4.99%, retroactive to January 1. The catch: paychecks from January to early May were legally withheld at the old 5.19%. If that is your case, you have been quietly over-withholding all spring, and the difference comes back at filing.

So for 2026 specifically, expect this page's annual number to land a bit under the sum of your withholdings - a rare case where the calculator being "lower" than your stub means a refund, not an error.
